INVITATION TO TENDER NOTICE MSAMBWENI

Kenya Rural Roads Authority (KeRRA) is a State Corporation established under the Kenya Roads Act 2007, with the responsibility of management, development, rehabilitation and maintenance of Rural Roads.

Kenya Rural Roads Authority, Kwale Region hereby invites bids from eligible construction companies, pre-qualified in Kwale Region, Msambweni Constituency and under special groups of Youth, Women & Persons living with Disabilities (under the AGPO Program)  in the F/Y 2017-2018 to tender for maintenance of road works in Kwale Region, 22% RMLF Allocation, contracts for the under listed road works projects.

Eligible bidders must meet and attach the following mandatory requirements among others:-

1. Properly Signed Pre tender site visit certificate (MUST BE SIGNED)
2. Certified Copy of Certificate of incorporation under the Act
3. Certificate of Registration with National Construction Authority NCA 8 and above
4. PIN/VAT Registration Certificate
5. Valid Tax Compliance Certificate from Kenya Revenue Authority (KRA)
6. Proof of owning a Bank Account in Bidders name to provide current 1 month bank statement and Authority to seek reference from the tenderers bank
7. Physical registered office address Provide Business Permit
8. Proof of ownership of equipment or lease agreement of such equipment to undertake the specified works (attach Logbooks)
9. Professional and technical personnel to undertake the specified works (To be confirmed of availability to work in that company)
10. Signed and stamped Power of Attorney for person signing tender
11. Past Experience in road works
12. Turnover and liquid Assets Supported by Audited Accounts for the previous two (2) years
13. Work methodology
14. Current workload, if Any
15. Litigation history (sworn affidavit).
16. CR 12 (updated in past 1 One Year), ID or National passport of the directors
17. ID for National council for persons living with disability
18. Signed Conflict of interest.
19. Dully filled, signed and stamped Anti-fraud and Anti-corruption form.
20. Dully filled, signed and stamped Environmental and Social commitment form
21. t) Serialization or pagination of the Tender document
22. u) For AGPO Tenders Provide Special (Youth, Women, PWD) Registration certificate for small works and Engineering.

Eligibility> Each bidder is eligible for award of only ONE CONTRACT for the current advertised works in the 22% RMLF 2017-2018- Kwale Region

A MANDATORY pre-bid site visit for the above projects shall be on 1^st March, 2018 starting at 9.00am from the Regional Manager’s office in Kwale Region.

Bidders are requested to download full details of the advertisement and tender documents from our website: www.kerra.go.ke free of charge. Bidders can also purchase hard copies/ CD's of the tender documents from our offices in Kwale Region at a cost of Ksh. 1,000.00 each. Cash should be deposited in the KeRRA Appropriation in Aid Account number 1114343196 domiciled at Moi Avenue Branch in KCB Bank Limited. Bidders are further requested to indicate their name as well as the Regions’ number, in this case R8 for Kwale Region. Further information may be obtained from the Regional Procurement Office, situated at the KeRRA Regional office in Kwale during normal working hours of 8.00 am- 5.00pm, as from 27^th February, 2018. Evaluation of the Tenders shall be based on post-qualification method.

 Completed tender documents are to be enclosed in plain sealed envelopes, clearly marked with the Road name and  tender number and deposited in the tender box located at the KeRRA, KWALE REGIONAL OFFICE so as to be received on or before Tuesday, 6th March 2018 at 11.00 am and be addressed to:

Submitted bids shall be opened soon after in the presence of bidders or their representatives who choose to attend.  Late submission of bids shall be returned unopened.
